The ACFE Regional Conference 2025 Recap

The ACFE Uganda Chapter #147 was reported to have successfully hosted the 2025 Regional Fraud Conference at Speke Resort Munyonyo from 20th to 21st November 2025. Delegates were said to have gathered from various sectors including finance, government, audit, cybersecurity, and risk management, all united under the theme “Safeguarding Integrity in the Virtual World: Responding to Deepfakes & Insider Threats.”

Opening of the Conference

the conference opened with a formal welcome and registration session, followed by remarks from the ACFE Secretariat and the President of ACFE. Participants were said to have acknowledged the importance of the theme, especially given the increasing complexity of digital fraud schemes.

Mr Bernard Arinaitwe

Mr. Bernard Arinaitwe was reported to have delivered a presentation on Navigating the Deepfake Era: Protecting Organisations from Next-Generation Fraud, where he highlighted emerging risks posed by synthetic media and outlined practical strategies for strengthening organizational resilience against advanced fraud techniques.

Mr Emmanuel Chagara

Mr. Emmanuel Chagara CEO Milima Security, was reported to have delivered a presentation on Safeguarding the Digital Economy: Addressing Cyber Fraud and Money Laundering in a Rapidly Changing Landscape, where he highlighted emerging digital threats and emphasized the need for robust controls, regulatory compliance, and adaptive risk management frameworks.

Panel Discussion

Guarding Against Internal Fraud

The panel discussion was reported to have focused on Guarding Against Internal Fraud: Strategies to Detect and Mitigate Insider Threats. Panelists shared practical insights on identifying red flags, strengthening internal controls, and leveraging forensic and technological tools to manage insider risk.

The session featured John Masila, Deals and Forensics Lead at PwC; Sophie Nakazibwe, Head of Fraud Risk Management at Stanbic Bank; J. Raphael Olowo, ISACA Certification Director; and Kiiza Ricson, Head of Risk at DTB. The panel was said to have emphasized the importance of cross-functional collaboration, ethical culture, and continuous monitoring in preventing internal fraud.

Championing Transparency and Ethical Leadership Build Defence Agnaist Fraud

Dr. Andrew T. Nsamba, Director of Audit, Director of  Forensic investigations from the Office of the Auditor General was reported to have delivered a presentation on Championing Transparency and Ethical Leadership to Build Defence Against Fraud, emphasizing the importance of accountability, strong governance structures, and ethical leadership in preventing and deterring fraudulent practices within organisations.

2nd Keynote Speaker

Cross-Border Cybercrime and Jurisdiction

Hon. Justice Geoffrey Kiryabwire of the Court of Appeal was reported to have delivered a presentation on Cross-Border Cybercrime and Jurisdiction, where he examined the legal complexities of prosecuting cybercrime across borders and highlighted the need for regional cooperation, harmonized laws, and strengthened judicial capacity.

Cultivating Integrity and Collaboration in the Fight Against Fraud

The panel discussion was reported to have focused on Cultivating Integrity and Collaboration: Strengthening Policy and Public Awareness in the Fight Against Fraud. Panelists emphasized the importance of coordinated efforts among public institutions, the private sector, and academia to enhance policy frameworks and promote public awareness as key tools in fraud prevention. The session featured Agnes Nabwire, Ag. Commissioner, Tax Investigations; Faith Okema, Head of Internal Audit at EC; Byomuhangi Pontian Kay, Head of Investigations at Stanbic Bank; and Dr. Atim Patricia, Coordinator of the Administrative Law Course. The panel was said to have underscored the role of integrity, institutional cooperation, and continuous public engagement in strengthening anti-fraud efforts.
